Mountain Lake Park, Maryland is challenging corporate rights. See "Tackling Corporate Power, One Town at a Time" (Thursday 17 March 2011) at http://www.truth-out.org/tackling-corporate-power-one-town-a-time68619. Quoting from that article,"More and more communities are organizing to fight drilling and fracking, but are surprised to find that they do not have the legal authority to say “no” to these corporate activities."

The Wayne Township Ordinance link you provided got me a blank page. I copy/pasted the words into the search bar and was able to come up with a number of links on this page: http://celdf.org/search.php?section_logic_plus=By+Section&class=By+Class&date=Date%3A®ion=By+Region&q=§ion=&template_section=&author=By+Author&tag=By+Tag&fulltext=The+Wayne+Township+Ordinance&Search=Search&First_Name_2011=First+Name
Don't know exactly which one was the one you had in mind or which one might do, but I just thought I'd let you know.
